Officials say they did employ a zero-based budgeting approach already. Town Administrator Matthew Reed said he started working in January with Finance Officer and Treasurer Tiffany Pignataro and all department heads, undergoing "a rigorous process" that started at zero.
When he began working in the new position as town administrator in August 2023, Reed said he was surprised by Ellington's relatively low tax rate and that it had even been reduced some years.
"Ellington has historically been conservative with its mill rate and we now have leadership willing to take on the challenge of correcting the actions of the past, of looking forward and doing what's best for the town — not just this year but in the years ahead," he said."
